"[In July 2000] A Muslim convert, [Australian Jack] Roche was prepared to become an informant, his attorney says, and provide information about Al Qaeda; its Southeast Asian affiliate, Jemaah Islamiah; and their goal of staging an attack in a Western country.... According to evidence presented in court, Australian and U.S. authorities bungled at least six chances to learn what Roche knew, including the whereabouts of alleged terrorist mastermind Khalid Shaikh Mohammed, who, it is said, was even then plotting the Sept. 11 attacks. U.S. authorities had been trying to catch Mohammed since the mid-1990s. 'He had their phone numbers,' said Hylton Quail, Roche's lawyer. 'He had their e-mail addresses. He knew where they lived. He knew how they worked. He was like a spy who tried to come in from the cold and found the door was locked.' Roche, now 50, says he first telephoned the U.S. Embassy in Canberra to offer intelligence on Al Qaeda and was told to contact Australian authorities. An embassy official says Roche may have called, but the embassy has no record of it..... In Pakistan, Roche says, he met twice with Khalid Shaikh Mohammed, who had been wanted by U.S. authorities since 1996 for his alleged role in major terrorist attacks, including a foiled plot to hijack a dozen U.S. airliners in Asia and blow them up over the Pacific. Among the plans they discussed was attacking U.S. jets flying in and out of Australia."

After Pearl's murder, Baer said, he took his information about Mohammed to the Justice Department, but again, as with the agency, he never received a call nor did the department express any interest."

U.S. officials say al Qaeda was responsible for the embassy attacks and the Sept. 11, 2001, attacks in the United States.... The suspected terrorist cell in Chicago was the basis of the investigation, yet Wright, who remains with the FBI, says he soon discovered that all the FBI intelligence division wanted him to do was to follow suspected terrorists and file reports — but make no arrests.... 'The supervisor who was there from headquarters was right straight across from me and started yelling at me: 'You will not open criminal investigations. I forbid any of you. You will not open criminal investigations against any of these intelligence subjects,' Wright said. Even though they were on a terrorism task force and said they had proof of criminal activity, Wright said he was told not to pursue the matter.... Yet, even after the bombings, Wright said FBI headquarters wanted no arrests. 'Two months after the embassies are hit in Africa, they wanted to shut down the criminal investigation,' said Wright. 'They wanted to kill it.' ... The move outraged Chicago federal prosecutor Mark Flessner, who was assigned to the case despite efforts Wright and Vincent say were made by superiors to block the probe....'There were powers bigger than I was in the Justice Department and within the FBI that simply were not going to let it [the building of a criminal case] happen. And it didn't happen,' Flessner said. He said he still couldn't figure out why Washington stopped the case... On Sept. 11, 2001, the two agents watched the terror attacks in horror, worried that men they could have stopped years earlier may have been involved.'"

So it appeared Omar may have associated with the head of ISI and Al Qaeda. He surrendered to another former ISI officer who held him in custody for a week until just one day before Musharraf met with President Bush.... Questions bounce back and forth in my brain like a Ping-Pong ball gone wild. The distinctions between good and bad, government organisations and terrorist organisations, are not simply fading: they seem to be faces of the same coin. Did Musharraf know Omar was in custody? Could he not know? The CIA (God only knows what their position is here) didn't know?....[Later] I try to ask Musharraf about ISI and Omar's disappearance in the week of February. "But who is Khalid Sheikh Mohammed?... On occasions Khalid could behave more like a playboy than a religious fanatic.... the Kuwaiti government gave Khalid a grant to study in America. He travelled to Murfreesboro, North Carolina, where he enrolled at the Baptist Chowan College to study English. After one term he transferred to North Carolina Agricultural and Technical University at Greensboro — a largely black college that was alma mater of the civil rights campaigner Jesse Jackson — to study mechanical engineering. His fellow students found him pleasant enough, noting his passing interest in acting but also his strict adherence to Islam. He was one of about 30 Muslims who graduated in 1986. Khalid had no intention of returning to Kuwait or of taking up a career in engineering. Instead he made his way to Pakistan, where his older brother Zahid had a key role organising funds and support for the Islamic jihad in Afghanistan. Zahid rubbed shoulders with the Pakistani political and military establishment..... By the late 1980s Khalid was well established in the jihadi movement, working for an Afghan warlord who was the first point of contact for wealthy Saudis who came to Afghanistan to fight. The Arabs learnt to trust the clever, Arabic-speaking Khalid, who quickly built up his contacts.... He took Ramzi [Yousef] with him to Manila, where they mixed jihad with pleasure. Khalid quickly became known there as a womaniser and a sharp dresser and often passed himself off as a Gulf sheikh to impress the women he met... Perhaps Khalid’s greatest achievement in his 15-year career as an organiser of terror has been to keep his role secret... Only with the publication of Yosri Fouda’s interview with Khalid and Ramzi Binalshibh in The Sunday Times last September, to mark the first anniversary of 9/11, did the world learn for the first time of Khalid’s role as the mastermind of the attacks.... The end was undramatic. Unlike the gun battle at the scene of Binalshibh’s arrest, Khalid put up no resistance. Material seized in the raid, including computers, telephones and diaries, was sealed and sent to Washington for analysis. For two days Khalid remained in Pakistani custody, interrogated by agents of the ISI, the military intelligence service — whose attitude to Al-Qaeda and the Taliban has long ranged from the supportive to the ambiguous. Suspicious that he had already sold out to the Americans, they initially accused him of being a double agent...."

He studied in the United States for a time at Chowan College, a tiny baptist school in North Carolina popular with Middle Eastern students, where he enrolled in a pre-engineering course.... He later enrolled as an engineering major at North Carolina Agricultural and Technical State University in Greensboro. By the late 1980s he [KSM] ended up in Peshawar, where he and his brothers frequented a small Arab circle that included bin Laden. At the time Peshawar was a key centre for Afghanistan’s anti-Soviet mujahideen, who received US backing to help them defeat its Cold War foe....[In 1996] Mohammed was indicted in the United States for his alleged role in a plot to blow up 12 US civilian airliners over the Pacific...."

"The US backing of Islamic terrorism in the Balkans provides another example. As the official Dutch inquiry into the 1995 Srebrenica massacre has now revealed, a secret alliance was formed between the Pentagon and radical Islamist groups to assist the Bosnian Muslims in violation of the UN arms embargo. A vast secret conduit of weapons smuggling through Croatia was organised by US, Turkish and Iranian clandestine agencies, together with Afghan mojahedin and pro-Iranian Hizbullah. Aircraft from Iran Air were used, joined by a US-sponsored fleet of C-130 Hercules. The 78-day bombing of Yugoslavia in the spring of 1999, directed by the US general Wesley Clark, was said to be stopping an alleged 'genocide' by the Serbs in Kosovo (some 2,000 bodies were later exhumed, a horrifying number but far short of the 100,000 the US predicted). The US goal was to assist the Kosovo Liberation Army (KLA). Yet the year before, the US state department had branded the KLA a terrorist organisation, financing its operations from the heroin trade and funds from Islamic countries and individuals, including Osama bin Laden. As James Bissett, the former Canadian ambassador to Yugoslavia, has subsequently reported: 'This did not stop the US from arming and training KLA members in Albania and sending them back into Kosovo to assassinate Serbian mayors, ambush Serbian policemen and intimidate hesitant Kosovo Albanians ... Despite a UN arms embargo, and with the support of the US, arms, ammunition and thousands of fighters were smuggled into Bosnia to help the Muslims ... Bin Laden and his network were also active in Kosovo, and KLA members trained in his camps in Afghanistan and Albania.' According to reports in April 1999, assistance was also provided by Britain's SAS. Through much of the 1990s, US support for Islamic militants in former Yugoslavia was backed up by covert US airdrops of arms, especially at Tuzla in northern Bosnia. These took place in the face of Operation Deny Flight, the UN-imposed and Nato-policed no-fly zone over Bosnia. The US House of Representatives also failed to authorise the war under the War Powers Act, making it illegal (shades of Iraq). But the airdrops were only the tip of the iceberg. Retired US officers heading Military Professional Resources Inc, a private paramilitary firm based in Virginia, planned the bloody Croatian 'liberation' of the Serb-held Krajina enclave, which resulted in the ethnic cleansing of 200,000 Serbs. US goals in the use of the KLA as a proxy force, similar to the funding of the Contras against the leftwing Sandinista government in Nicaragua in the 1980s, were partly to remove Milosevic and break up Yugoslavia as one of the remaining Communist regimes. But related motives were to break Russia's monopoly over oil and gas transport routes and secure pro-western governments in the strategic Black Sea-Caspian Sea oil-rich basin. A crucial oil corridor, called the Trans-Balkan pipeline, designed to become the main route to the west for oil and gas extracted in central Asia, was to run from the Black Sea to the Adriatic via Bulgaria, Macedonia near the border with Kosovo, and Albania. Another was to run across Serbia to Adriatic ports in Croatia and Italy, fed by a pipeline running from a Black Sea port in Romania. The implications of this are stark. The US played a major role in creating and sustaining the mojahedin to fight the invading Soviet army in the Afghan war of 1979-92. Then from 1992-95 the Pentagon assisted the movement of thousands of Islamic fighters from central Asia to fight alongside Bosnian Muslims and remove the Milosevic barrier, and so extend US influence in a key area of oil geopolitics - a 'pact with the devil', as Richard Holbrooke, America's former chief Balkans peace negotiator put it. It has proved quite another thing to rein them back in again. Before President Bush trumpets his dedication to his war on terror, he should reflect on his country's links with terrorism over the past decade where it has suited US interests."

"Wall Street Journal reporter Daniel Pearl was investigating the man who allegedly planned the Sept. 11 airplane hijackings and attacks on New York and Washington when he was kidnapped and murdered in Pakistan, according to two former Central Intelligence Agency officials. Bob Baer, a former case officer in the agency's Directorate of Operations, said he provided Pearl with unpublished information about Khalid Shaikh Mohammed, who has since been accused by American officials of being one of the masterminds of the Sept. 11 terrorist attacks and a top aide to Osama bin Laden. Mohammed is currently the operational chief of al Qaida, other U.S. intelligence officials said. Next to bin Laden, Mohammed is one of the most wanted terrorists in the world. 'I was working with Pearl,' said Baer, who has written a book about his time as a CIA official and has acted as a consultant and source for numerous media outlets. 'We had a joint project. Mohammed was the story he was working on, not Richard Reid.'... Shortly after Pearl's kidnapping and subsequent murder in Karachi, Pakistan last winter, it was reported he was tracing the background of Reid, who was seized on a Boston-bound American Airlines jet from Paris allegedly trying to ignite explosive in his shoes. According to that account, [Pearl] had gone to Karachi to contact a man called Sheik Mubarek Gilani to get information on Reid. Baer said that instead Pearl was onto bigger and more dangerous game. 'I urged him to go to Pakistan to look into Shaikh Mohammed.'.... Pakistani intelligence sources told UPI that Mohammed, the man Pearl was actually trying to track down, also had links to Gilani and his party.... On July 15, an anti-terrorism court in the southern Pakistani city of Hyderabad convicted four men for kidnapping and murdering Pearl. The suspected ringleader, British-born Pakistani Ahmad Omar Saeed Shaikh, better known as Shaikh Omar, was sentenced to death while three others were sent to jail for life. Throughout the trial, Omar maintained that -- although he knew how and by who Pearl had been killed -- he was not himself responsible.... According to Baer, he was first informed of Mohammed's role as a key aide to terrorist mastermind bin Laden as early as December 1997 when he met a former police chief from Doha, Qatar, at a dinner in Damascus. In 1997, Baer had left the agency to become a consultant in Beirut. Terrorism was Baer's field and Baer began to meet the ex-Doha police chief from time to time.... The ex-police chief told Baer that Mohammed 'is going to hijack some planes.' The ex-police chief said his basis for this was evidence developed by police and Qatari intelligence.... An Algerian actually did the job, but Mohammed gave the order for the killing. There's no question about it,' he said. Because of his alleged involvement in the kidnapping and murder of Daniel Pearl, he would have also been questioned by the FBI agents... After spending a few days at a CID-run detention facility, Fazal Karim has now been shifted to the police's branch famously known as the CIA -- the Karachi police wing officially assigned as the prosecutors in the Pearl case."

"The arrest in Pakistan of Khalid Sheikh Mohammed, an event described by the head of the congressional intelligence committee as akin to the liberation of Paris from Nazi occupation, gave Washington a much needed victory in the war on terror. But in Pakistan, where this historic event actually took place, confusion reigns over who did what to whom and on what judicial basis. The authorities claimed Mohammed was arrested in a police raid in Rawalpindi. The official account described a police raid that was the culmination of a long investigation and resulted in the arrest of several suspects who were being interrogated by Pakistani police. The story appears to be almost entirely fictional: the house of a respected micro-biologist had been raided and his son arrested, but according to another family member Mohammed was not in the house; nor did the intelligence officers who kicked the door in even ask for him. They claim Mohammed must have been detained elsewhere and that the raid on the Rawalpindi house was a smokescreen. After several denials, it was admitted by the Pakistani authorities that Mohammed had been removed from Pakistan by US authorities. The Rawalpindi police admitted that they had neither participated in the raid nor known about it.... One of the heinous acts attributed to Mohammed is the murder of Daniel Pearl. According to intelligence briefings, his was the hand that cut Pearl's throat, a murder for which the British-born militant Omar Saeed Sheikh has already been sentenced to death in Pakistan. The story of Sheikh's 'arrest' was also clouded with inconsistencies.... Sheikh gave himself up to a former director of Pakistan's ISI intelligence agency, and remained under his protection for the best part of a week. What transpired during that week has never been revealed... "On Monday, the powerful military Inter-Services Intelligence (ISI) held an unprecedented news conference to show foreign journalists what it said were images of a March 1 raid in Rawalpindi that netted al Qaeda kingpin Khalid Sheikh Mohammed. But few of the journalists present were convinced the video -- which did not show Mohammed's face nor any sign of a struggle -- was genuine. Many said it looked like a crude reconstruction... The ISI earlier said it had called its first news conference in Pakistan's history to counter criticism in the Western media that it had not done enough in the war on terror.... [Lieutenant-General Hamid] Gul, said the raid may have been staged - and news of the arrest leaked- for the same reason... Gul, who ran the ISI from 1987 to 1989, said the raid was conducted in far too casual a fashion to have been real, with police failing to properly surround or secure the house in a middle-class Rawalpindi suburb... Relatives of Ahmed Quddus, the son of the house owner, have maintained he was the only man in the house at the time of the raid. Neighbours said they heard no sound of gunfire -- contradicting the official account, which maintains that Mohammed shot one intelligence agent in the foot with an AK-47 rifle. Within hours, news of the raid and arrest was leaked to foreign news agencies, something Gul also found incredible. 'He has to be questioned, before you present him to the public eye,' he said. 'You don't present news like that.'... many journalists were unconvinced as a calm cameraman shone his lights on the raiding party, and followed agents as they casually broke into the compound and the house, and walked up the stairs. There was no sign of a struggle -- or of any urgency. The cameramen then focused on the back and neck of the man officials said was Mohammed, before the man was swiftly hooded. The video has not been released to the media for broadcast."

'The government will not be required to provide Moussaoui with interactive access to detained terrorists. A U.S. Department of Justice letter read in court Thursday gave no reasons why Mohammed would not be allowed to appear in the trial of Abdelghani Mzoudi, who faces a possible 15 years in prison if convicted of 3,066 counts of accessory to murder and membership in a terrorist organization... The Justice Department previously rejected the Hamburg state court's request for alleged Sept. 11 plotter Ramzi Binalshibh to testify... The U.S. government also refused to allow Binalshibh to testify in the trial of Mzoudi's friend, Mounir el Motassadeq, who was convicted in the same court of the same charges in February and sentenced to the maximum 15 years. Mzoudi's attorneys have said either man might be able to testify that their client had no knowledge of the plot. In another letter received by the court, German federal prosecutors denied the defense access to transcripts of Binalshibh's interrogations. German security services received the transcripts from U.S. authorities with the proviso that they be kept secret, and releasing them would damage the German agencies' credibility, according to the letter."

Defence lawyers claim that his evidence would show that Mr el-Motassadeq knew nothing of the September 11 operation. Judges in the Hamburg trial argued that Mr el-Motassadeq was being denied a fair hearing by America’s refusal to allow defence lawyers access to such a key witness.Washington’s reluctance in allowing Mr Binalshibh to testify has never been satisfactorily explained to German authorities, according to government sources..... Otto Schily, the German Interior Minister, raised this case with US officials during his recent visit to Washington. The report explained that KSM appears to be one of Bin Ladin’s most trusted lieutenants and was active in recruiting people to travel outside Afghanistan, including to the United States, on behalf of Bin Ladin. According to the report, he traveled frequently to the United States, including as recently as May 2001, and routinely told others that he could arrange their entry into the United States as well. Reportedly, these individuals were expected to establish contact with colleagues already there. The clear implication of his comments, according to the report, was that they would be engaged in planning terrorist-related activities. Although this particular report was sent from the CIA to the FBI, neither agency apparently recognized the significance of a Bin Ladin lieutenant sending terrorists to the United States and asking them to establish contacts with colleagues already there... CTC [Counterterrorist Center] questioned this report at the time and commented: 'We doubt the real [KSM] would do this…because if it is [KSM], we have both a significant threat and an opportunity to pick him up.'"

Through an attorney, the informant has declined to respond to those interrogatories and has indicated that, if subpoenaed, the informant would request a grant of immunity prior to testifying."

"When Jack Roche telephoned Australia's intelligence agency in July 2000, he offered a tantalizing story: He had been to Afghanistan and ate lunch with Osama bin Laden. He had received training in explosives and plotted with Al Qaeda leaders to carry out a bombing in Australia. A Muslim convert, Roche was prepared to become an informant, his attorney says, and provide information about Al Qaeda; its Southeast Asian affiliate, Jemaah Islamiah; and their goal of staging an attack in a Western country....According to evidence presented in court, Australian and U.S. authorities bungled at least six chances to learn what Roche knew, including the whereabouts of alleged terrorist mastermind Khalid Shaikh Mohammed, who, it is said, was even then plotting the Sept. 11 attacks. U.S. authorities had been trying to catch Mohammed since the mid-1990s. 'He had their phone numbers,' said Hylton Quail, Roche's lawyer. 'He had their e-mail addresses. He knew where they lived. He knew how they worked. He was like a spy who tried to come in from the cold and found the door was locked.' Roche, now 50, says he first telephoned the U.S. Embassy in Canberra to offer intelligence on Al Qaeda and was told to contact Australian authorities. An embassy official says Roche may have called, but the embassy has no record of it. Roche subsequently called the Australian Security Intelligence Organization three times to give information, but the agency never pursued his offer. Prime Minister John Howard acknowledged last week that authorities had made a 'very serious mistake' in turning Roche away.... In Pakistan, Roche says, he met twice with Khalid Shaikh Mohammed, who had been wanted by U.S. authorities since 1996 for his alleged role in major terrorist attacks, including a foiled plot to hijack a dozen U.S. airliners in Asia and blow them up over the Pacific. Among the plans they discussed was attacking U.S. jets flying in and out of Australia. Mohammed gave Roche $4,500 to begin surveillance of the Israeli Embassy and other targets."

The ex-police chief said his basis for this was evidence developed by police and Qatari intelligence... Baer sent this information [before 911] to a friend in the CIA Counter-terrorist Center who forwarded the information to his superiors. Baer heard nothing. 'There was no interest,' he said.... After Pearl's murder [for which Omar Sheikh has been unfairly tried and convicted], Baer said, he took his information about Mohammed to the Justice Department, but again, as with the agency, he never received a call nor did the department express any interest."

"[Former FBI translator] Edmonds claimed to have translated testimony in criminal and counter-intelligence cases involving different FBI field offices, going back into the late 1990s. Much of this involved tracking money, she said. Among the Farsi [spoken mainly in Afghanistan and Iran] translators working for the FBI, she said, it was common knowledge that a longtime, highly regarded FBI 'asset' placed in Afghanistan told the agency in April 2001 that he had information from his contacts there that bin Laden was planning a major attack, involving the use of planes, in one or another of big American cities—Chicago, Los Angeles, and New York among them. The agents who took down the information from the spy wrote up reports and sent them to their superiors. That was the last the agents heard of the matter. Edmonds said she had heard the details of the Afghan asset story in an unclassified meeting at the Capitol, but she cannot talk about the specifics because of a Justice Department gag order that classifies as secret what she has to say. She said, however, that 'there are a lot of activities in the U.S. A lot of money . . . and these activities involve money laundering, drugs, a support network for terrorism . . . people in high places . . . [people] in the political arena.' Edmonds can't tell what she may know because Attorney General John Ashcroft recently invoked an arcane law to make her statements 'classified'—including previously public statements and journalism quoting her on the case. "A top FBI counter-terrorism official told the US Senate governmental affairs committee on Thursday that investigators have 'traced the origin of the funding of 9/11 back to financial accounts in Pakistan.' John S Pistole, deputy assistant director of the FBI’s counter-terrorism division, however, did not specify how those accounts in Pakistan were funded, or the role of Pakistani elements. The Times of India first reported on October 10, 2001 that India told the US that some $100,000 had been wired to the leader of the hijackers, Mahmud Atta, by British-born terrorist Ahmad Saeed Umar Sheikh. Indian authorities also told the US that the trail led back from Sheikh to the then chief of ISI, Lt Gen Mahmud Ahmad who was subsequently forced to retire by Pakistan president Pervez Musharraf. The FBI had been provided with the details, including Sheikh’s mobile numbers. But Pistole’s testimony is silent on these issues.... The FBI has estimated the September 11 attacks cost between $175,000 and $250,000. That money — which paid for flight training, travel and other expenses — flowed to the hijackers through associates in Germany and the United Arab Emirates. Those associates reported to Khalid Shaikh Mohammed, who managed much of the planning for the attacks from Pakistan, US officials have said. The Bush Administration is being cagey about declassifying 28 secret pages in a recent report on the 9/11 incident which officials say outline connections between Saudi charities, royal family members and terrorism. US authorities are silent about the role some Pakistanis may have played in the conspiracy. The role of Sheikh and Lt Gen Ahmad has yet to see the light of the day. Sheikh, wanted for kidnapping and terrorist conspiracy in India, has since been sentenced to death in Pakistan for the murder of Wall Street Journal reporter Daniel Pearl."

In October, the FBI were looking for a link between Omar Saeed Sheikh and the then director of the ISI, Lieutenant General Mahmood Ahmed. They wanted to know who instructed Omar to wire the $100,000 to Mohammed Atta. I read that Ahmed had been dismissed as head of the ISI by President Musharraf on October 7, 2001. So it appeared Omar may have associated with the head of ISI and Al Qaeda. He surrendered to another former ISI officer who held him in custody for a week until just one day before Musharraf met with President Bush.... Questions bounce back and forth in my brain like a Ping-Pong ball gone wild. The distinctions between good and bad, government organisations and terrorist organisations, are not simply fading: they seem to be faces of the same coin. Did Musharraf know Omar was in custody? Could he not know? The CIA (God only knows what their position is here) didn't know?.... One of the arrested Pakistanis from cell number two has claimed that Khalid Sheikh Mohammed, the third-highest ranking member of Al Qaeda, was not only one of the Arabic speakers but was the actual executioner [of Danny]. Mohammed was arrested on March 1, 2003, in Rawalpindi, and as of this writing is...'a guest' of the CIA, being held at an undisclosed location..."

".... it is clear the US authorities did little or nothing to pre-empt the events of 9/11. It is known that at least 11 countries provided advance warning to the US of the 9/11 attacks. Two senior Mossad experts were sent to Washington in August 2001 to alert the CIA and FBI to a cell of 200 terrorists said to be preparing a big operation. The 9/11 attacks allowed the US to press the 'go' button for a strategy in accordance with the PNAC agenda which it would otherwise have been politically impossible to implement. The overriding motivation for this political smokescreen is that the US and the UK are beginning to run out of secure hydrocarbon energy supplies."

"....at least a dozen leading suspects in the kidnap and murder of the 38-year-old journalist [Daniel Pearl] have been arrested, but have not been charged or tried in connection with his death. Some have been accused of unrelated - and mostly lesser - offences. The three most recently captured suspects have not yet been charged, and their arrests have never been officially announced. The only cases brought so far in connection with Pearl's death have been those against Ahmed Omar Saeed Sheikh, the British-born al-Qaeda terrorist, who was convicted of kidnap and conspiracy to murder the American journalist, and three others who played relatively minor roles in the kidnapping. All were given life sentences for conspiracy to kidnap [except for Sheikh who was given death sentence, 'Fight Smart'], but are now appealing against their convictions in the country's high court. Pakistani authorities are said to be reluctant to put the new suspects on trial lest their evidence helps the first four win their appeals.... Investigators say that senior officials in the Sindh police - the force responsible for Karachi - are 'petrified' that if militants arrested in the past year were tried for their part in Pearl's murder, their earlier case against Omar Sheikh might unravel in the courts.' One official close to the investigation said: 'Even if these men have admitted their roles in the kidnapping and killing of Daniel Pearl, we simply cannot charge them because of its impact on that earlier case.'..."

The three professional staff members of the 10-member commission arrived here last week to meet officials in key government institutions and to interview individuals that they deem relevant to their inquiry.... This is the first visit by staff members of the high-profile commission to Pakistan since it was formed in late 2002. The members of the commission have already received some official briefings in Islamabad and Rawalpindi, and have been travelling all over Pakistan. There has been no official word about their arrival from either a government office or the US embassy in Islamabad. None of the officials Dawn contacted were willing to even talk about the visit."

The 10-member panel has been reviewing portions of the draft, the bulk of which is a factual accounting of events, including intelligence failures that could lead readers to conclude the attacks were preventable, four commissioners told The Associated Press in separate interviews. A separate section detailing the panel's recommendations remains under intense review... The bipartisan panel's final report is due July 26. However, portions of it, dealing with factual findings leading up to and including the attacks, already have been drafted and sent to the White House for vetting .... The commissioners who spoke to the AP said the panel wants to avoid blaming individuals to avert charges of partisanship that could undermine their work. 'We're going to say everything we need to say, but there's not going to be a political gotcha,' said Republican commissioner Slade Gorton, a former senator from Washington. 'It's very important that it be factual and leave major conclusions to the people of the United States...'"

"But the age of cheap oil is over. If you doubt this, take a look at the BBC's online report yesterday of a conference run by the Association for the Study of Peak Oil. The reporter spoke to the chief economist of the International Energy Agency, Fatih Birol. 'In public, Mr Birol denied that supply would not be able to meet rising demand ... But after his speech he seemed to change his tune: 'For the time being there is no spare capacity. But we expect demand to increase by the fourth quarter by 3m barrels a day. If Saudi does not increase supply by 3m barrels a day by the end of the year we will face, how can I say this, it will be very difficult. We will have difficult times.' The reporter asked him whether such a growth in supply was possible, or simply wishful thinking. 'You are from the press?' Birol replied. 'This is not for the press.' So the BBC asked the other delegates what they thought of the prospects of a 30% increase in Saudi production. 'The answers were unambiguous: 'absolutely out of the question'; 'completely impossible'; and '3m barrels - never, not even 300,000'. One delegate laughed so hard he had to support himself on a table.' And this was before they heard that two BBC journalists had been gunned down in Riyadh. The world's problem is as follows. We now consume six barrels of oil for every new barrel we discover. Major oil finds (of over 500m barrels) peaked in 1964. In 2000, there were 13 such discoveries, in 2001 six, in 2002 two and in 2003 none. Three major new projects will come onstream in 2007 and three in 2008. For the following years, none have yet been scheduled."
