With the establishment of the headquarters of the Global
Country of World Peace (GCWP) in Vedic City, USA, it can now be
expected that the interest of the public and press will grow significantly in this
unprecedented world-wide initiative, as yet understood by relatively few. The initiative
comes at a time of extraordinary
global crisis.
The term 'country' implies a sovereign region of the earth, or in this case more
accurately, a global 'sphere' of sovereignty.
Is GCWP, therefore, a jurisdiction? Well, that rather depends on your perception of
humanity and its relationship with the life on earth that supports it; but it is not a
jurisdiction in the conventional sense of the term as applied to man-made law.
The sphere of influence of GCWP is described as a universal 'domain of consciousness'. Although recognised by some researchers at
the frontiers of modern science in the field of quantum physics, such a domain is
barely acknowledged yet in the field of political science - even though consciousness sits
as the basis of all human behaviour. For the general body-politic a structure which
claims sovereignty over something not considered to exist in the first place can only be -
from this point of view - a structure which claims sovereignty over nothing at all.
What should the attitude of the general population be to such a structure? What, if any,
are the implications for the 'real' world of government and politics?
GCWP does not seek to replace conventional political government and national constitutions. Commonly
national constitutions implicitly or explicitly aim at securing the well-being of both
individual citizens and of the entire country collectively. In the Algerian constitution,
for example, the State 'ensures' the prevention of epidemics, whilst in Romania the
protection of the health of citizens is constitutionally 'guaranteed'. In Slovakia every
citizen has the constitutional right to 'an auspicious environment', whilst the
constitution of South Korea even ambitiously aims at 'happiness for ourselves and our
posterity forever'.
In reality, however, crime, injustice, sickness, war, insecurity and poverty still persist throughout the globe, including amongst the most privileged societies.
At this particular point in history even the very survival of humanity is threatened. Beyond the nation states the global institutions which are supposed to act as the 'glue' of humanity - IMF, World Bank, WTO, and the UN and its many subsidiary organisations - are increasingly seen as part of the problem, not part of the solution, in relation to many of the grave issues that increasingly have little regard to national boundaries. In this context GCWP represents the introduction of a new form of 'global glue'.
Whether it is climate change, poverty and trade, the spread of devastating diseases, or international terrorism, these crises are now truly global in nature and existing management mechanisms are failing. At the same time the sovereignty of the nation state is increasingly under threat as the will of one section of global society becomes imposed on another, typically for reasons of economic 'growth' and often in a way which merely favours those best positioned to seize it.
For all the failure in achieving their goals GCWP recognises and applauds the noble expressions and aspirations of national constitutions across the globe. It recognises at once the validity of those aspirations, but at the same time their fundamental inability to bring real and lasting satisfaction to their peoples. Whatever the specific polemics of the time, such weakness is the basic underlying reason why nations so frequently change government when citizens are given the opportunity to pass political judgement on those who aspire to take on national and international responsibilities on their behalf.
In the democratic world continuing a governmental tenure across two elections is often the most that an administration is able achieve before the people decide it is time to jump ship. Whilst 'a week may be a long time in politics', a single electoral term can be pitifully short when considering decisions and implementing action that may affect many generations to come.
Short-termism is a crippling affliction of democratic political systems right across the globe. Failure, for example, to face the impending global energy crisis because politicians fear the short term cost of migrating away from our ultimately hopeless dependence on the use of fossil fuels, is a syndrome which has now lead us to the brink of world war - for despite all the self-righteous rhetoric, that is what lies at the heart of the so-called 'war against terrorism' and the obsession with Iraq.
From collapsing currencies and financial systems through to BSE and AIDS, crisis
management has become a regular theme of modern government. But the problem is wider and
deeper than that. There is hardly a nation in the world where the people do not feel
constrained in the fulfilment of their aspirations by the inadequacies of their
leaders, and where those leaders do not feel frustrated by the deficiencies of their
people.
Many nations have a history of a variety of forms of government. Feudalism,
dictatorship, monarchy, democracy - they have all had their turn or are still being
exercised. Is democracy, or democracy in its current form, the final evolutionary
stage of human social organisation? Democracy is generally regarded in the
developed world as the most effective system of government for an 'advanced'
society. But is democracy on its own enough to fulfil the aspirations of the
founding fathers of those nations?
Clearly not, if we look at the condition and trends of the world as we find it today.
In the region of four
to five times as many people, for example, are killed every year on US soil in
homicides committed by fellow Americans as were killed in the terrorists attacks on
Washington and New York on 11 September 2001. To date Americans have been a far greater threat
to Americans than any al-Qaeda or other terrorist group.
America is regarded as the world's greatest democracy. Yet the rights of freedom and justice
bestowed by the American constitution on its people are at this very point in history being rapidly dismantled by an
administration that came to rule supposedly by virtue of that constitution. In
practice this man-made constitution is no longer proving to be self-sustaining; somehow it
has allowed itself to become devoured by the very people who have been charged with its
protection. This man-made constitution is not invincible. Its vulnerability is now
exposed to view for all that have eyes open wide enough to see it.
Who is protecting this constitution? It is certainly not democracy, if by democracy we
mean the people as a whole or even just the majority. It is certainly not being protected
by the US government and legislature, both of which have taken to using words like
'patriotism' to disguise the malevolent introduction of measures which remove the freedom
from 'the land of the free'.
The American dream is becoming the American nightmare. And not just for Americans. As the United Nations repeatedly teeters on the edge of either haphazard disintegration or paralysing impotence the effect ripples throughout all nations. The current American administration (if we accept the validity of the 2000 Presidential election) was voted in by 23% of the American electorate. Less than half the popular vote was gained by the 'winning' candidate, but only half of those eligible to vote did so.
A half of a half, is a quarter. This is how the mathematics of the Presidential
election divides and rules the American nation. 154 million out of 200 million Americans
of voting age did
not vote for the President.
Meanwhile over 40
million Americans do not have the means to pay for health insurance in a 'civilised'
country which does not have a national
health programme - and yet at the same time is willing to spend over a billion dollars
a day on its military. How does the American constitution protect the fundamental human aspiration of these people for good health?
Clearly it does not.
Moreover, armed with the backing of less than a quarter of the electorate, and with the
subsequent exploitation of politically managed collective fear,
the United States of America has become 'a threat to world peace'. Those are the words of
Nobel peace prize winner Nelson Mandela, a man now widely revered across the globe - but
also a man once branded by Ronald
Reagan and Margaret Thatcher as a 'terrorist'.
The most alarming product of this process of 'democracy' has been to create the first
'civilised' country in the post Nagasaki world which has openly stated that it is willing
to make use of first-strike nuclear weapons against other nations in a pre-emptive fashion
(a policy now also being contemplated by the United Kingdom).
Not even Iraq can be accused of an open policy of first-strike use of weapons of mass
destruction.
Whilst George W. Bush was explicitly promoting a policy of
humility in American foreign policy during the 2000 election, core members of his
advisory team were at that very time actively producing a document - one only publicly discovered in September 2002
- setting out a destructive global strategy for exactly the opposite. That strategy is now
being implemented in the guise of the so called 'War Against Terrorism'.
Not surprisingly, therefore, some people have begun to question the sincerity of modern
democracy. Is it a fraud? Some have even gone so far as to describe the American
Presidential election of 2000 as a coup d'etat.
Certainly it has since been discovered that voters in Florida likely to have otherwise
voted for the losing candidate were illegally removed from the
electoral rolls. That action was perpetrated maliciously in an ultimately successful
effort to ensure a favourable result in that all important state by supporters of the man
who now claims to be President.
Few can be unaware of the general nature of this 'stolen' election fiasco, even if they
are not aware of the detail. But how many are aware of the earlier circumstances
surrounding the election of Ronald Reagan and his Vice Presidential candidate George Bush
senior in 1980?
How many Americans are aware that members of the Reagan-Bush Presidential election team were reported to have been secretly negotiating with Ayatollah
Khomeini's Iran in order to postpone the release of the captured American hostages in
Tehran until after the American Presidential election was over?
In addition to the testimony of witnesses from within America itself these are the
claims coming from a former
President of Iran, and from a post-cold war Russian Prime
Minister when providing assistance to a US congressional task force in 1993 which
promptly proceeded to bury his evidence - evidence since
discovered "piled
unceremoniously on the floor of a former Ladies Room off a congressional parking
garage" by an investigative journalist.
The reported goal of those alleged efforts was to ensure that incumbent President, Jimmy Carter
(himself now a Nobel peace prize winner) did not benefit from the rise in popularity that
he would undoubtedly have received had the hostages been released prior to polling day -
his hoped for 'October Surprise'.
Besides the later Iran-Contra affair (to which it is considered to be
related) how many Americans - indeed how many citizens of any country - are aware of
the accusation that the people said to be involved in this exercise, negotiated such a
deal in return for the promise of the secret and illegal supply of arms to Iran?
Iran is, of course, the country that Bush Jnr now labels as part of an 'axis of evil' - a
demonisation supported, and quite possibly invented, by a Vice President who covets American control of oil supplies
throughout the Persian Gulf.
Although the matter has yet to be seriously confronted by the American people, even the BBC has produced
reporting which unambiguously recognises that the 'Enron'
culture of corrupt business is gradually being shown to be inextricably linked to a
culture of corrupt 'democratic' politics.
If there is a growing disillusionment with what democracy actually delivers in practice (the promotion of minority special interests at the expense of the majority) with what it is supposed to deliver in theory (the promotion of the maximum good for the maximum number of people) then this disillusionment is not confined to the citizens of world's 'greatest' democracy which in reality has become close to a two-headed one-party state.
This situation is being ruthlessly exploited by those with the means to do so. According to an on-line article entitled 'Buying an election' published 15 October by the BBC: "A lack of strong ideological divisions between the parties [in the US] means that the rich have donated freely to both Republicans and Democrats."
The article is disarmingly frank in its analysis of the absurdly deplorable situation. It informs its readers that:"Sitting senators and congressmen have become increasingly hard to unseat because they are usually able to outspend their opponents, raising money from rich patrons and companies who hope to gain influence in the Congress.... the influence of money is corrosive on politics.... It makes the voters cynical about the motives of their politicians and less likely to vote. And it makes the politicians more beholden to 'special interests'... [who] are particularly able to influence legislation as it goes through the committee stage, ensuring their own corporate interests are protected".
Put simply, in the US either you have a Republican administration financed by special interest groups, or you have a Democrat administration financed in a broadly similar way (and this is to say nothing of the formidable legal and procedural barriers that any third party is confronted with in a system which directly maintains the inertia of the two-headed political status quo).
Indeed, the same interests may finance both parties so that whoever wins an election, favour 'debts' have already been placed with the victors ready to be called in - or donations are placed afterwards if needs be. In the words of attorney Robert Bennett, who previously represented Bill Clinton and subsequently post-collapse Enron: "Donations of this type reflect certain political realities which are followed by all major corporations.'' Over the last decade 71 senators and 168 members of the House of Representatives have received donations from Enron alone according to the BBC.
The embellishment to the President's pledge of allegiance when he takes office - 'So help me God' - has in reality been transformed into 'So help me Chief (Executive)'. In the world's 'greatest democracy' research has shown that 90% of all election campaigns are won by the candidate who spends the most money.
The implications for the health of the relationship between those who govern and those who are governed is severe, as an article in the New York Times 20 October gloomily predicts: "The concentration of income at the top is a key reason that the United States, for all its economic achievements, has more poverty and lower life expectancy than any other major advanced nation. Above all, the growing concentration of wealth has reshaped our political system: it is at the root both of a general shift to the right and of an extreme polarization of our politics.... Even if the forms of democracy remain, they may become meaningless. It's all too easy to see how we may become a country in which the big rewards are reserved for people with the right connections; in which ordinary people see little hope of advancement; in which political involvement seems pointless, because in the end the interests of the elite always get served."
The current US administration has 52 political appointees with significant financial ties to the arms and energy industries. Needless to say the latter ties are not focused on the forward-looking sustainable alternative energy industries of the future that the country and the international community so desperately needs. Rather the ties are to 'big oil' and other major environmental polluters whose roots go deep into the past. The US's National Security Adviser - a former board member of Chevron - even has an oil tanker named after her.
The problem is longstanding and runs wide and deep. In his farewell Presidential address of 1961 Dwight Eisenhower was already warning of the military dimension to the scenario which has now emerged upon us: ".... we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or democratic processes ....". Even a cursory examination of present circumstances clearly indicates that such a situation has now been reached.
Besides those within the current US government various members of the previous Bush administration have had or continue to have commercial links to the arms industry, including former President George Bush senior. Abuse of US government military spending has been so endemic that Defense Secretary Donald Rumsfeld was forced to admit earlier this year (as reported by CBS News) that the Pentagon is unable to account for $2.3 trillion (yes, trillion) of previous military transactions.
Currently the two primary industries to benefit financially from the invasion of Afghanistan and Iraq (as proposed) are the 'defense' sector and the oil-gas sector. The US President and Vice President both have roots in these industries. Even the Vice President's wife sat on the board of Lockheed Martin until she was forced to stand down when her husband took office. The US government has since granted Lockheed Martin the biggest military equipment contract in history.
Meanwhile a company for whom the Vice President was previously Chief Executive has been one of the major beneficiaries of the post 11th September military mobilisation, as well as profiting handsomely from the US backed dismemberment of Yugoslavia that preceded it.
So a few years on, how much faith in bomb-induced democracy do the people of Yugoslavia (now reduced to the populations of Serbia and Montenegro) now have? On 14 October independent monitors were forced to conclude that Serbia would have to re-run its Presidential election because less than half the eligible population turned out to vote. Serbia's first presidential poll since the fall of Slobodan Milosevic (an event that the bombing was aimed to achieve) has failed. Prior to this Serbia was being held up by Western Europe as a model of political transition.
Serbian law requires that at least 50% of the electorate vote in order for the poll to be be valid. The BBC reports that heavy pressure to change the law is expected to come from - yes - 'the West'. But should this constitutional issue not be a matter for the Serbian people and for them alone? Or has the meaning of the word 'democracy' suddenly changed?
Meanwhile it is necessary to ask why a democracy so young should become an expression of such apathy. Could it be, perhaps, that the people of Serbia consider that whoever they vote for, in reality the country will be sold - however, unwillingly - to western powers ?
The main tools used by the United States for the creation of 'democracy' in that part of the world have been military aggression in contravention of man-made international law, the support of Islamic terrorists (as confirmed by the Dutch government) and covert military operations behind the back of the UN (as confirmed by a BBC report, which indicates that a further 15,000 dead and nearly 600,000 refugees were created by this one cynical aspect of US foreign policy alone).
The goal has been to weaken and fragment former Yugoslavia on the 'divide and rule' principle with humanitarian issues used as fig-leaf cover - a strategy of destroy the country and then make it beg for financial assistance for reconstruction (as is now the intention for Iraq). Beggars, after all, are no longer choosers and recovery assistance comes with strings attached. This is modern 'democracy' in the making and the Serbian people appear to be less than grateful.
The focus of GCWP is not the making of man-made laws generated in some debating
chamber. Its focus is the recognition, understanding, experience and application of natural
law, the only law which is immutable and inescapable. Law that can be neither created nor
destroyed. Law that simply exists by virtue of existence itself.
It is a law of nature that if you put your hand in a fire it will burn. Equally it is a
natural law - as recognised in the ancient traditions of many cultures whether of the west
or the east - that 'as you sow so shall you reap'. Those that pursue the path of
destruction, will eventually find destruction visited upon themselves. This has been
the fate of every empire throughout history. Destructive means always eventually create
destruction of the perpetrator. Where is the empire of Alexander the Great now, or
that of the Romans? Where is the Third Reich or the Ottoman empire?
Democracy is not a protection against this inescapable natural law, from which there is
no hiding. It was, after all, a democratic system which brought Adolf Hitler to power and now the Bush administration.
Democracy may be a fine aspiration but on its own it is not enough. Unless democracy is
culturally underpinned by a bedrock of understanding and experience of natural law it will always
be exposed to the inherent vulnerability of man-made law.
As competition for the world's natural resources rapidly increases as a result of the
unsustainable living practices of the developed world - the generally regarded beacon of
'democracy' - the more such a world will be reduced to the gutter
principle of 'dog eat dog' and to the abandonment of the noble aspirations of its
man-made constitutions.
The cultures of the world's most ancient traditions record in their oral and written
memories - often now reduced to the lowly status of mere myth - the characteristics of
society established in natural law. From the native Americans of the pre 'New World' era
to the millennia old Vedic civilisation of India, from which the
basic conceptual model for GCWP is derived.
A man established in natural law understands the consequences of his actions for
himself, his neighbour and the world that surrounds him. He knows that the
well-being of all of these are inseparable, and that damage to one eventually causes
damage to the others. In fact he does not simply know this reality, he lives that, he breaths that.
Although his intellect may understand it, it is his being which instinctively expresses
it.
Such a man is neither a problem to himself, his neighbour nor his environment. He is
governed by his inner-self. No such man
is in need of supervision by a President or a politburo. He is a self-governing
individual, living in dignity and usurped by no one and no thing. Only a nation of such
individuals is a nation which can be truly free.
Based on the promotion of the direct experience
and understanding of the universal and inescapable rule of natural law GCWP is not
concerned with influencing the nature of man-made sovereign constitutions, whatever form
they may take. It is concerned with developing the
full potential of every human being so that he becomes a self-governing citizen
irrespective of whether the head of his nation state is a General Secretary, a Chairman, a
Prime Minister, a President, a Colonel, a King or an Emperor (as is still the case in
Japan).
In the past all these forms of rulership have had the responsibility of managing the
problems faced by their society. Few in history, however, have had the widespread
ability to prevent problems. Even today - especially today - mankind faces environmental,
social and military hazards of unprecedented proportions. Such is much of the output of
what is called modern 'civilisation'.
Yet the mythologies of numerous traditions which continue as the remnants of ancient
cultures recount the existence of times when societies were not characterised by
widespread violence and
misfortune; where the governed were not a problem to those who governed, and neither the
reverse.
For all the ceremony and tradition of formal government wherever it is and wherever it may
have been, such 'mythical' coherent societies have been characterised by the maintenance
of self-governing men and women. Literally. The rule of the 'self' in the purest sense of
that word; the rule of being, the rule of essence, the rule of natural law within every
man. Internal, not, external government. Self-generated, self-referral government.
To return to this condition for humanity is the aspiration of GCWP. But it is not simply
an aspiration. It is a target constructed upon the basis of both objective scientific evidence and the
tentative subjective experience of
individuals in almost every country across the globe - upon a profound knowledge of
natural law; knowledge recorded by
ancient traditions but also knowledge supported by discoveries at the frontiers of modern
science.
In some modern-day democracies it is compulsory by law to vote, even though democracy is
supposed to be the very embodiment of personal freedom and choice. GCWP does not require
or demand the participation of the peoples of the world, but it invites participation from
all those who share its aspirations.
GCWP is not concerned with legislating the control of human behaviour through the debating
chambers of political institutions. It is not concerned with dividing society into
'winners and other losers'. It is concerned with humanity helping itself through
self-reliant knowledge, spontaneously resulting in creative and responsible individual
citizens who (to borrow some words from the Swiss constitution) are "mindful
of our responsibility towards creation... [living] our diversity in unity respecting one
another.....[and] conscious of our common achievements and our responsibility towards
future generations".
GCWP does not seek to influence the evolution of society through the futile and endless
creation of new man-made laws; if they are the responsibility of anybody, then such laws
are the responsibility of sovereign nation states and of the systems of civil
administration which are most appropriate to their circumstances, traditions and
preferences.
Rather GCWP seeks to prevent problems through voluntary and enlightened personal action.
It is project based. Educational projects. Agricultural and poverty removal projects. Health
projects. Regeneration
and environmental projects. Criminal
rehabilitation projects. Projects which are all based on the development of the full potential
of every human being. Projects scientifically
demonstrated to be capable of securing world
peace.
Without the need to alter the existing system of administration of any nation, the
fruits of these projects will be enjoyed directly by their participants and indirectly by the governments of every country wherever they are implemented. Each mayor of the world's three
thousand largest cities is invited to support this uniquely catalytic initiative.
The fulfilment of the concept underlying the creation of GCWP will be realised when every
sovereign General Secretary, every Prime Minister, President, Colonel, King or tribal
chief is a source of pride to the entirety of their populations and vice versa; when the
legislatures of the world's assemblies have little need to generate more self-defeating
administrative and legal complexity symptomatic of their national and international
failings; and when the peoples of the world are
united in Peace.

only depends upon how quickly people respond."
